Project: Technical assistance to the Ministry of Tourism, Industry and Enterprise Development, Dominica
Agency/Counterpart: Government of Dominica

Overview

C-TRADECOM is providing technical assistance to the Government of Dominica to prepare an investor roadmap and business guide for Dominica. Through this project C-TRADECOM will provide direct assistance in developing a comprehensive business guide while simultaneously identifying bottlenecks, gaps in transparency and inefficiencies that can be improved.

The investor roadmap will examine the set of procedures that outline the critical path to an entrepreneur's starting up and operating a firm and will create an Action Plan to streamline procedures and eliminate red tape that impose costs on entrepreneurial activity. The roadmap, which will be at once an analytical tool, a detailed descriptive document, and a catalyst for meaningful change, involves a comprehensive analysis of the general and specialized procedures that constitute public-private sector regulatory interaction.

The project will:

* Identify and analyze key steps, timeframes, costs and submission requirements involved with starting up and operating a business in Dominica;

* Collect and review the relevant legislation establishing the various administrative procedures considered:

*Collect and review information on the range and terms of financial products and services offered to businesses in Dominica;

* Create a document that can serve as the basis of a procedural investment/business guide for the country;

* Analyze the efficiency of the present investment/business regime in Dominica; and

* Develop recommendations to achieve grater efficiency through practical reform.
